Description:
INTRODUCTION:
Office of the Summit County Sheriff is seeking qualified Bidders to submit proposals for the 2018 Emergency Police Vehicle Equipment.

REQUEST
The Office of the Summit County Sheriff is requesting written proposals from qualified Bidder or Bidders to perform installation of emergency lighting and equipment into new police vehicles.

Bidder or Bidders will have the opportunity to clarify questions about the installation of emergency lighting and equipment contract in person at the Summit County Justice Center on Friday March 9, 2018 between 10am and 12pm. The Summit County Justice Center is located at 501 N. Park Avenue, Breckenridge, CO 80424 and the meeting place will be in the Office of the Summit County Sheriff at this location. No telephone calls will be accepted in regards to the contract or scope of work.

This request is for professional services. The term ‘Bid’ and ‘Bidder’ refer to the rates provided in the proposal and the proposer, respectively. The term ‘Vendor’ refers to the successful Bidder or Bidders awarded the project.

CONTRACT DESCRIPTION
The Vendor agrees to negotiate penalty damage in the contract for failing to meet estimated deadlines for completion of installing police equipment. 

Proposals will contain a letter describing the business and their experience and ability to perform the work requested. The “Bid” format can be in the standard form normally used by the vendor.

The Vendor selected will submit individual bids in a form of a proposal for law enforcement vehicles. 

The Summit County Sheriff and Summit County will enter into a negotiated contract with the successful Vendor for the scope of work described below.

SCOPE OF WORK:

Patrol Ford Explorer

1. Install front push bumper with red/blue/white lights installed on top bar and on each side of push bumper.
2. Make headlights wig wag.
3. Install red/blue lights in the corner of the headlights.
4. Make taillights flash
5. Install bracket behind rear license plate with a red/blue/white lights.
6. Install wiring package to make emergency lighting and equipment operable.
7. Install exterior light bar with red/blue lights, direction arrow and take down lights.
8. Install rear light strip with red/blue lights on the inside of the rear cargo area.
9. Install led dome light on the inside of the rear hatch.
10. Install 1 red/blue light in each of the back quarter glass windows.
11. Install half cage with full plastic rear seats.
12. Install window guard on passenger rear door.
13. Install long gun locks and gun rack.
14. Install Havis center console with cup holders and arm rest.
15. Install MDC stand with supplied docking station.
16. Install red/blue lights on the inside of hatch.
17. Install radar unit, both cones and wiring.
18. Install supplied radios.
19. Install radio speaker in headrest.
20. Install emergency light controller assembly.
21. Install siren / pa.  
22. Install red/blue light in auxiliary lights in front bumper
23. Install radio antenna




Animal Control Truck Ford F-150

1. Make head lights wig wag.
2. Make taillights flash.
3. Install exterior red/blue light strip with direction arrow on the topper.
4. Install two amber lights above rear view mirror.
5. Install MDC stand and docking station.
6. Install center console with cup holders and arm rest.
7. Install supplied radios.
8. Install radio speaker in headrest.
9. Install radio antenna. 


Patrol Lieutenant Ford Explorer

1. Make headlights wig wag.
2. Make taillights flash.
3. Install red/blue lights in the corner of the headlights. 
4. Install red/blue full length visor lights.
5. Install red/blue light strip with direction arrow in rear hatch area.
6. Install red/blue lights in each of the rear quarter glass.

1. Work closely with the Office of the Summit County Sheriff to ensure work is being completed as discussed.
2. Work closely with the Office of the Summit County Sheriff to maintain warranty work or recall repairs on equipment.
3. Work closely with the Office of the Summit County Sheriff to ensure work is done in a timely manner.

PROPOSAL FORMAT:
Pages in the proposal shall be typed or legibly handwritten and single sided. The proposal must be signed and dated. A statement up to one page may be added to the proposal describing the qualities of the Bidder and ability to satisfy the requirements of the Vendor Responsibilities described above.


PROPOSAL SUBMITTAL:
One original ‘Proposal to Bid’ shall be submitted to the address below and received no later than 12pm on March 16, 2018. Proposals received incomplete or late, for any reason, will not be reviewed. All bids must be sealed and clearly marked on the exterior of the envelope “Emergency Police Vehicle Equipment 2018”.
