MASTER PLANS

Master plans provide policy guidance for decisions related to land use, growth, and a number of related issues in the County. The Countywide Comprehensive Plan is the County's general master plan, setting the framework for the physical development of the County.

Each of the County's four basins also has a basin master plan, which provides further specific direction on land use decisions within the basin. Within each basin there may be a subbasin plan to address unique circumstances on a neighborhood or regional scale.  In addition, within the Upper Blue Basin, the County has adopted a joint master plan with the Towns of Breckenridge and Blue River (the Joint Upper Blue Master Plan), which provides a common vision for the future of the Basin and serves as a guide for decisions affecting the physical development of the Basin with all three jurisdictions. 

Master plans are used by the Countywide Planning Commission, the four basin planning commissions, and the Board of County Commissioners as a guide for land use decisions. These master plan documents are available for viewing below.

Plan Implementation
In order to make the vision, goals, and policies/actions in master plans reality, future actions are often required to implement the master plan's direction. Summit County has undertaken numerous implementation programs in recent years in order to effect the direction of master plans. Some of these implementation programs have included: the development of Countywide TDR Program Regulations, a Backcountry Zoning District, Rural Land Use Subdivision Regulations, and mining regulations.
