Housing authority will begin accepting applications Oct. 2 for 41 new townhomes and condominiums in Keystone

SUMMIT COUNTY – Summit County and West Hills LLC announced the start date for the application process for West Hills Phase II, a 41-unit workforce housing development in Keystone’s Wintergreen neighborhood. Summit Combined Housing Authority will begin accepting applications from prospective buyers on Oct. 2. The application deadline is Nov. 2.
West Hills Phase II will offer some of the lowest-priced for-sale workforce housing in the Summit County market, with prices set to be affordable to workers earning 70 to 110 percent of area median income (AMI). The development includes eight three-bedroom townhomes, six two-bedroom townhomes and 27 two-bedroom condominium units.
"We're really excited to take another step forward in meeting the workforce housing needs in the Keystone area," County Commissioner Thomas Davidson said. "By providing for-sale housing at these AMI levels, we're able to offer local workers the opportunity to put down roots and call Summit County home for the long haul."
The new neighborhood will include a number of home features and amenities designed to enhance quality of life for local workers. The townhomes have storage space, decks and garages. Three of the condominium units are ADA accessible, and all have storage areas. The common amenities for West Hills include a pavilion gathering area, play fields, a natural play area for children, community gardens and trail loop connections. The site is conveniently located close to Keystone Resort, with access to two Summit Stage public transit routes, Keystone Resort shuttle buses, recreational trails and the Snake River Recpath.
“The success of the first phase confirmed our commitment to creating high-quality, affordable communities that give locals an opportunity to enjoy all that Summit County has to offer,” said West Hills Manager Tim Crane. “We will continue to create functional living spaces for people to call home, and we remain committed to building amenity-rich neighborhoods for our community members.”
The West Hills project is located on a 5.78-acre parcel that Summit County obtained from Vail Resorts, as required by the Keystone Planned Unit Development (PUD), the zoning document for the Keystone Resort area. Together, the two phases of West Hills include 66 for-sale deed-restricted units, priced for Summit County workers earning 70-110 percent AMI. West Hills developer Tim Crane has also constructed workforce housing projects in the Copper, Dillon and Breckenridge areas.
"When we stood on that spot one year ago, West Hills existed only on paper," Commissioner Davidson said. "Today, we're proud to have 25 homes completed, and local working families already moved in, with 41 more units on the way. On behalf of the Board of County Commissioners, I extend a heartfelt thanks to the dedicated team that was laser-focused on making this idea a reality."
Applications for prospective West Hills Phase II homebuyers will be available on the Summit Combined Housing Authority (SCHA) website (www.summithousing.us). The housing authority will begin accepting applications on Tuesday, Oct. 2, with an application deadline of 12 noon, Friday, Nov. 2. The new homes will be available for occupancy in summer or fall of 2019.
West Hills Phase II includes townhomes and condos priced to be affordable for households earning between 70 and 110 percent AMI. Sale prices range from $212,126 for the lowest-AMI two-bedroom condo units to $441,149 for the highest-AMI three-bedroom townhome units.
Eligible applicants include households earning 70-130 percent AMI. The maximum total gross income for the two-bedroom townhomes ranges from $97,920 to $106,080; maximum income for the three-bedroom townhome units is $122,525; maximum income for the two-bedroom condominiums ranges from $73,440 to $89,760.
The HOA declarations for West Hills II were established with long-term affordability goals in mind, and are designed to address ongoing and long-term maintenance. HOA dues for the townhomes are projected to be about $260 per month, covering snow removal, trash, recycling, common area maintenance and long-term maintenance reserves. HOA dues for the condominium units are projected to be about $370 per month, covering the same services, in addition to natural gas, electricity, water and sewer services.
All applications will be reviewed by SCHA for eligibility and completeness prior to the lottery, scheduled to take place Nov. 16. Eligible applicants who work an average of at least 30 hours per week (on an average annual basis) in the eastern Snake River Basin (from Arapahoe Basin Ski Area to the easterly reach of Dillon Reservoir) will receive priority consideration in the lottery. Applicants working in other areas of Summit County are fully eligible for units and are encouraged to apply. The lottery will be open to the public.
The lottery process will establish the order in which qualified applicants will have the opportunity to select their homes. After the lottery, each candidate will be given 24 hours to select a home, and then five days to go into contract. SCHA can provide information on down payment assistance loans and homebuyer education.
