Summit County invites locals to attend third and final community open house for Lake Hill Neighborhood Master Plan

SUMMIT COUNTY – Summit County is seeking feedback on the draft master plan for a future workforce housing neighborhood on the Lake Hill property, located along Dillon Dam Road, adjacent to the Town of Frisco. Community members are invited to a public open house from 5-7 p.m., Wednesday, Sept. 7, at the Summit County Community and Senior Center, 83 Nancy’s Pl., Frisco.

Summit County began the master planning process for the 45-acre Lake Hill property in March, working collaboratively with the Town of Frisco, Summit Combined Housing Authority and other public- and private-sector stakeholders. Over the past six months, more than 300 community members have participated in the master-planning process through interviews, focus groups, field trips and two previous open houses. The project team has also conducted extensive site analysis, studying the site’s topography, development constraints and infrastructure options.

At the Sept. 7 open house, the public will have the opportunity to review the drafts of the final master plan documents and provide a final round of feedback, which will help guide the project design team as they prepare the final master plan by the end of September.

“We’re so appreciative that so many members of our community have taken the time to provide input throughout this process,” Summit County Commissioner Thomas Davidson said. “This high level of engagement is allowing us to develop a framework for the neighborhood that’s truly reflective of the community’s needs and desires.”

The Lake Hill Neighborhood Master Plan is being developed with consideration for the full range of housing needs identified in the Summit County Workforce Housing Needs Assessment, with the overall goal of creating a vibrant multi-generational, mixed-income neighborhood. The current draft plan integrates a diverse mix of apartments, single-family homes and townhomes, with rental and ownership opportunities. The final master plan will also include architectural guidelines and recommendations for development phasing and financing.

The proposed site layout is designed to fit the natural topography and optimize the site’s south-facing slopes and views, while preserving existing vegetation and natural buffer zones. The plan provides each residential unit with access to open space, connecting all residents to a neighborhood greenbelt, walking and biking trails, and a centrally located community center with indoor/outdoor gathering spaces. Other plan highlights include walkable streets, sustainably designed homes with front porches and private yard spaces and storage and covered parking spaces in garages and carports.

The design team is focusing on strategies to improve Dillon Dam Road conditions and to accommodate projected traffic increases in the area. The master plan identifies numerous road improvements designed to create safer conditions along Dillon Dam Road for all users (motorists, bicyclists and pedestrians), including two roundabout entrances to slow traffic speeds. Other proposed traffic-calming measures include narrowing drive lanes and adding designated bike lanes and sidewalks along Dillon Dam Road.

The draft plan includes access to alternative modes of transportation, with Summit Stage bus stops located at the two roundabout entrances on Dillon Dam Road and bicycle and pedestrian connections that would allow residents to easily walk, bike or ride the bus into town, to commute to work and to access surrounding amenities.

“We encourage everyone to get involved in this final round of discussion. The more input we receive, the better positioned we’ll be to design a neighborhood for locals that meaningfully supports their quality of life and Summit County’s overall sense of community,” Commissioner Davidson said.
