Development Process, Applications & Fees

The Summit County Planning Department processes six different classes of development review applications, ranging in review authority from Class 1 to Class 6. Each class of application has an associated development review process and set of fees. See below for more information about the processes, fees and forms for each class.

Class 1


The Class 1 development review process applies to small-scale development projects, such as new single-family homes, duplexes and residential renovations. Class 1 projects are reviewed administratively; they do not go before a planning commission. Visit the Summit County Building Department to begin a Class 1 building permit process. During the building permitting process, the Building Department will refer all applicable building permit applications to the Planning Department for review and comment. Applicants for Class 1 projects do not need to contact the Planning Department directly. Find more information on the Planning Department's review of building permits.

Class 2


Class 2 development review applications are reviewed administratively by Planning Department staff. Examples of Class 2 projects include accessory apartments, sign permits, certain site plan reviews, condo/townhouse/duplex plats, renewals, home occupations, and other development reviews as specified by the Summit County Land Use and Development Code.

Class 3


The Class 3 development review process includes work sessions with a planning commission or the Summit Board of County Commissioners for rezonings, major PUD modifications and preliminary plats. The main function of a work session is to conduct a non-binding, cursory review of broad issues and concerns related to the applicable code requirements, rather than to conduct in-depth analysis.

Class 4


The Class 4 development review process requires that an application be reviewed and acted on by either the Planning Commission or the Board of Adjustment. Examples include certain site plans, certain conditional use permits, nonconforming parcel plan reviews, variances, sign programs and other development reviews as provided by the Code.

Class 5


The Class 5 development review process is used for development reviews that are presented before the Planning Commission for either recommendation or approval, depending on the type of application. If the Planning Commission is only a recommending body for a given project, the Board of County Commissioners will take action. Examples include preliminary plats, lot split on wells, preliminary zoning amendments, major PUD modifications, and other development reviews as provided by the Code.

Class 6


The Class 6 development review process requires that an application be reviewed and acted on by the Board of County Commissioners. Examples include general subdivision exemptions, lot line vacations and adjustments, final plats, final rezonings, easement modifications, minor PUD amendments, and other development reviews as provided by the Code.
