Countywide Comprehensive Plan Update

Summit County is updating the Countywide Comprehensive Plan, which guides land-use decisions and related issues in the unincorporated areas of Summit County. 

We’re seeking extensive public input and feedback throughout this 8-month process.

The Countywide Comprehensive Plan provides policy guidance for decisions related to land use, growth and development within the unincorporated areas of Summit County. The plan also addresses other key community issues that require County collaboration with the Towns and other agencies (e.g., CDOT, U.S. Forest Service).

The current edition of the plan was adopted in 2009 and has helped to guide County land-use decisions and policies over the past 8 years.

Master plans are updated on a periodic basis to address changing conditions, new socio-economic circumstances (e.g., short-term rentals, climate change, workforce housing needs), or other modifications in policy direction recommended by the community.

The goal of the current update is to revise the Countywide Comprehensive Plan to effectively guide development in the County over the next 10-15 years. The County is seeking input from the community on a number of key issues.

Purpose of the Countywide Comprehensive Plan


The County’s master plans serve two key purposes:
  1. Guide for Development Review: Master plans serve as advisory guides to help shape future development in a manner that is consistent with the community’s stated goals and policies for appropriate future land use. So they must effectively inform developers and decision-makers (e.g., Planning Commissioners, Board of County Commissioners) on important policies to be applied in conjunction with development approvals, in order to achieve the community vision.
  2. Action Plan for Implementation: Master plans outline actions or implementation strategies that should be initiated by the County or other entities, in order to achieve the goals outlined in the plan.

The Countywide Comprehensive Plan, adopted in October 2009, contains 10 elements, each addressing a separate subject area, but collectively addressing our community’s overall needs and desires. These elements include Land Use, Environment, Transportation, Housing, Community and Public Facilities, Design and Visual Resources, Historic and Cultural Resources, Open Space, Recreation and Trails, and Economic Sustainability.

Key Project Goals

The primary goal of the Countywide Comprehensive Plan Update is to engage the community in a public process to evaluate the existing plan and determine:
  • Which policies are still relevant and should be retained in the updated plan?
  • Which conditions have changed in the county over the past 8 years, and what new goals and policies are needed in the updated plan to address these changing conditions?

Another key goal of the update is to streamline the Countywide Comprehensive Plan to make it a more concise and user-friendly document. 

Project Timeline

County Staff is working with the Countywide Planning Commission and other community stakeholders to update the Countywide Comprehensive Plan over an 8-month timeframe. The planning process began in April and will extend through December 2017.  

Task 1: Information Gathering and Community Input, April - June


  • Countywide Planning Commission Work Session: 5:30 p.m., Monday, May 1, Buffalo Mountain Room, County Commons, 37 Peak One Drive, Frisco
  • Community Open House: 4:30 - 6:30 p.m., Wednesday, May 10, Community & Senior Center, 83 Nancy's Place, Frisco - Introduce the community to the project and gather initial input on the key issues and priorities to be addressed in the plan update.
  • Focus Group Meetings: May and June - Gather information on a particular topic or from a particular demographic or user group perspective.
  • Public Outreach at Community Events: Ongoing during May and June

Task 2: Draft Plan, July - September


  • Countywide Planning Commission July Meeting (date TBD): Project update and synopsis of community input received during Task 1
  • County staff develops draft plan
  • Regular Countywide Planning Commission meetings to discuss plan update in August and September (first Monday of each month)
  • BOCC Work Session Update prior to second community open house (date TBD)
  • Send draft plan to stakeholders, interested parties, focus group participants, referral agencies for review and comment
  • Community Open House: September (date TBD) - Present draft master plan for community input

Task 3: Final Plan, October - December


  • Draft final plan, incorporating input received during Task 2
  • Present draft of final plan to BOCC and Countywide Planning Commission in November for final review
  • Adoption by Countywide Planning Commission at public hearing

Key Themes for Public Input


The Countywide and Basin Planning Commissions have preliminarily identified the following issues for discussion during the update process:
  • Community Carrying Capacity: Strategies to manage traffic and congestion during peak visitation periods.
  • Workforce Housing and Short-Term Rental Impacts: Policies to provide attainable locals’ housing and mitigate impacts from short-term rentals and second homes.
  • Climate Change: Strategies for reducing emissions and adapting to impacts related to wildfire, water supply, and seasonal changes to recreation.
  • Transportation: Strategies to improve walkability and bikeability, public transit and parking, and way-finding.
  • Prioritize Goals, Actions, Policies: Realistic implementation plan that prioritizes the most important actions to be implemented by the County and partner organizations.

Throughout the plan update process, the County is seeking input from the community on these and other ideas, to be incorporated into the updated plan. 

Public Input Events


The County is hosting events to gather community input that will help shape the Comprehensive Plan. We encourage you to join us to learn more about the project and provide your ideas.

Wednesday, May 10: Community Open House at the Summit County Community & Senior Center in Frisco, 4:30 – 6:30 p.m. Talk with the Countywide Planning Commission and County staff, learn about the project, and provide your input. Light refreshments will be provided.

Ongoing during May and June: County staff will be on hand at community events throughout May and June to talk with residents about the plan update and gather community input. Stay tuned for more details on the events we will be attending.
